WE'VE been hearing and talking about it for a fairly long time: curbing what has bee known as “white" pollution. But still we are using the white polystyrene (PS) foam food containers and other disposable plastic products, which largely make up this form of littering.
Miandianwang, a well-known local fast-food chain, is still handing out takeout food in these PS foam containers, even though they should been phased out before December 31, 2000, under a Central Government decree. One of the waiters said in its outlet on Hongli Road on Monday that they are going to switch to environmentally friendly containers “some time in the future".
However, the Miandianwang outlet in Sam's Club, which is affiliated with Wal-Mart, is offering take-out food in light brown containers which are biodegradable. Liang, a clerk with Sam's Club, told Shenzhen Daily yesterday that the club required the Miandianwang outlet to do so in its contract.
According to Liang, all the departments in the club switched to biodegradable containers during the Spring Festival holiday.
Zhao Hua, with the energy division of the Shenzhen Municipal Economic Development Bureau, one of the five municipal government departments involved in the curbing of white pollution in the city, said on Monday that large panies and retailers like Wal-Mart and Vanguard have responded to the decree by switching to biodegradable containers. But she admitted that is just the tip of the iceberg in the seemingly endless war on white pollution in the city.
Zhao's bureau has met with four other relevant departments on several occasions. What they produced is not a feasible solution but an echo or rewording of the Central Government decree, according to Luo Wei from Shenzhen Municipal Legal Affairs Bureau, who is responsible for reviewing this “echo". The ”echo" has now been passed on to the municipal government which is expected to announce it formally in the near future. But Luo said she's not sure if this rewording can play a significant role in eliminating white pollution in the city. “We don't lack laws, regulations or decrees. The real concern is the effective enforcement of these laws or regulations," said Luo.
Zhao Hua admitted that cities like Shanghai and other coastal cities which are sensitive about their image as tourist destinations are doing a better job in this regard. “Shanghai is said to have produced a very detailed handbook on how to carry out the curbing work and Hainan has even banned disposable foam slippers in hotels," Zhao said.
Liu Guanqing, president of Shenzhen Xunbao Investment Development Co Ltd, a local manufacturer of biodegradable food containers was very eager to hear the municipal government's decision on the matter. “Since early this year, I've seen orders fly in. I'll expand production once the government announces its stance on the issue."

一、路灯管理处的基本情况
县城市管理局路灯管理处成立于xxxx年，是县城市管理局下属的事业单位，现有职工10人，其主要工作职责是：负责全城区公用照明设施规划设计、建设管理以及日常维护管理，确保城市路灯照明设施的正常运行。
二、开展的主要工作
近年来，我处管理的范围从原来的XX区增加到目前的XX区、八里机电园区、新XX区巷道灯以及外环路的部分区域，维护维修的路灯数量也从原来的200余杆、300余盏增加到现在的7000多杆、22000余盏。20xx年以来，城区主要街道路灯亮灯率达到了98%以上；今年，为进一步加强路灯照明设施的维护管理力度，我处专门成立了路灯抢修维护队，开展路灯设施夜间巡查，路灯设施被盗现象基本杜绝，为城市建设、美化环境和方便群众工作生活做出了积极的贡献。
（一）积极开展自查自省活动，不断提高路灯队伍整体素质
为深入贯彻落实党的十七届四中、五中全会精神，激发党组织和党员活力，创新工作载体，提高路灯队伍整体素质，进一步推动争先创优活动深入开展，为实现跨越发展目标提供坚强的组织保证和思想保证。按照局领导的工作部署，我处精心组织，周密部署。一是通过自查自省活动，使全处干部职工能够紧密围绕路灯处日常工作计划科学开展工作，使全体人员思想上达到高度统一，对全处各项工作开展具有针对性和可操作性；二是成立领导机构，加强组织领导，把工作理念融入到路灯管理工作中，确保工作取得成效；三是建立奖优罚劣制度，大大提高干部职工的工作积极性，有力加强了全县路灯维护管理工作深入细致的开展，从而达到提高路灯队伍整体素质目的。
（二）加强路灯管护机制的落实，不断提高路灯管理水*
我处坚持以路灯管理为中心，积极做好全县路灯维护管理工作。我们针对路灯点多、面广、线路长，覆盖率高的特点，采取多种方法进行路灯维护。一是实行路灯设施分区域管理制度。根据全县路灯设施的分布情况，将全县路灯设施按每个居委为一个单元进行分片，除了日常主路段巡查维护外，对巷道灯的管理则是由每个居委成立报修站点，发现需维修的巷道灯及时与我处联系，由我处安排人员进行维修，这种做法即节约了工作时间，也增强了与各片居委的工作互动。二是实行每月路灯检查制度。我处每月组织人员对全县的路灯至少进行两次检查，提高了路灯亮灯率，使市民出行更加方便。三是坚持每周工作例会制度。每周二，我处都要召开全体人员工作例会，总结上周工作，部署本周工作，并对工作中存在的问题进行研究，制订整改措施。同时提出好的工作思路和建议，从而保证我处整体工作圆满顺利地完成。四是及时办理网络回贴、市民热线等故障报修工作。对市民通过热线、网络和短信等方式投诉的问题，我处认真进行整改，及时解决问题，做到件件有落实，事事有回音，整改率达100%。
（三）抓质量、节效能、促环保，创建绿色照明。
近年来，通过县财政采购中心统一对外进行路灯照明设施的招标、采购，大大的保障了路灯材料的质量，同时也杜绝了以次充好现象的发生。自20xx年起，我处逐步采用节能灯配套设备代替耗能大、光效低的老旧灯具。一是选用高效节能的照明光源，用节能灯取代白炽灯与小功率、污染严重的高压汞灯。提高灯具的照度和亮度，达到节能的目的。同时，我处积极探索高效节能环保之路，着力推进“低碳环保路灯”建设。“20xx年底，我们在下邳大道安装了首批新型太阳能led路灯。同时，我们城区外环路全部采用了led节能灯，今年我处又对濉河路、人民路、青年路进行路灯改造工程，将300盏灯头更换成led既节能又环保。”目前我县太阳能路灯共154杆，led路灯共1600多盏，今年为以后城市绿色照明打下了良好的基础。
（四）结合路灯实际，抓好安全生产。
在路灯工作中，我们始终把安全生产放在第一位。一是加强安全生产工作教育，树立“安全第一、预防为主”观念，强化安全意识，发现问题，及时整改，特别是在路灯工程施工中，要求安全监督员，做好在施工中，职工是否戴好安全帽、放好反光标志等安全防范工作，确保安全生产。二是认真落实安全生产工作制度，重点抓好电工操作和高空作业车的安全管理，晚上维修路灯更要严格遵守带电工作规程，全年无任何安全生产责任事故，安全生产率达100%。
三、存在问题
我县城区各类照明设施普遍存在电器老化现象。受人员少，设备简陋，材料短缺的限制，加之近年来城市的道路修建、各类管线的影响，造成路灯地下电缆破损较为严重，特别是阴雨天气，维修任务剧增，恢复亮灯周期加长，导致市民意见频发,由于目前路灯处人员
少，承担的区域大，抢修任务重，“夏天一身汗，雨天一身泥”在我们日常工作中经常发生，我处人员全部奋斗在一线，主任除了日常工作分工外还工负责材料的送达，副主任还要充当驾驶员的角色，还有几位老同志不但要完成白天的抢修维护工作，晚上还要和值班人员进行夜间巡查，几乎没有节假日。但是虽然人员少，任务重，我们还是圆满完成了上级和局领导交办的各项任务。
我们虽然取得了一定的成绩，但与市局、县局的要求，与群众的期望相比，还有一定的差距。存在的问题主要表现在：一是在思想政治理论学习教育活动中，组织学习时间偏少，忙于日常工作多，学习不够深入。二是路灯管理工作还存在死角。在路灯管理工作中，虽然主干道的亮灯率保持较好，但在个别路段还存在少数不亮灯的`情况，另外对小街小巷路灯的亮灯率还有待进一步提高

二、严密组织，全力以赴，实施绿化建设
按照20xx年确保创建省级园林城市成功的目标，在城市绿化建设上，时间紧、任务重、要求高，我处抓住机遇，全力以赴，按照《创建省级园林城市攻关项目分年度推进计划》中，20xx年冬—20xx年春绿化项目，抓紧实施已具备绿化种植条件的道路、景点绿化建设。
对米市河路、板桥路、五里支路、兴东路、杭州路、水乡西路、兴化大道南延、南绕城、兴临路、南都宾馆绿地、严家三角区、南亭路（教师进修学校段）等12条道路、景点进行了绿化新植，对中和路、城北新村沿河、人民公园沿河等道路、景点进行了绿化改造，同时对长安转盘、昭阳路、长安中路、建设路、菱池路、长安北路、马桥路、沧浪公园、九顷沿河、公园路、英武路等11条道路、景点绿化进行了补植，全年共投入绿化新建、改建、补植资金792万元，栽植各类苗木45.8万株。
其中，秋季绿化投入资金571万元，栽种各类苗木43个品种计39.9万株。实施如此巨大的绿化工程，要在短短的1个月时间内完成，我们面临着相当大的困难，但是，我们知难而进，迎难而上，在各级领导的关心和支持下，我们全面动员，严密组织，于10月23日召开创园领导小组专题会议，就人员安排、绿化计划、组织实施等各个环节都进行了明确分工。
一、是把好选苗关。我处在选苗上本着公开、公正、公*的原则，采用同质比价，同价比质的方法，组成选苗小组，分赴南京、浙江、安徽、如皋等地，深入苗圃，实地看苗。
按照统一规格，由各家报价，从优筛选，最低价中标，即按照既定的苗木规格，从中选出价位最低者为供苗方，以保证苗木质量；
二、是分设三个绿化小组，采用包保制，负责项目全面建设，同时从办公室、财计股及绿化专业技术人员中抽调10名同志汇同审计局的同志组成验收组，负责苗木验收及后勤工作；

四、是突击栽种，重点养护，我们组织了200多名民工，日夜奋战，分片栽种，同时调集30多名道路绿化养护人员，在做好道路、景点绿化日常管护的同时，配合各施工现场浇水，紧急添置了抽水设备，并取得消防大队的大力支持，派人派车，重点进行浇水，做到苗木栽到哪里，水就浇到哪里，努力提高绿化苗木的成活率。
到目前为止，除个别路段因路面施工、进土等原因，其余项目均已栽种完毕，转入绿化养护阶段。
三、全市绿化完成概况

年度绿化建设（绿色建设）考核内容为：市下达的绿化建设指标。主要内容为绿地集中建设、绿道建设、道路绿化改造、行道树补植、大树栽植、庭院绿化改造、背街小巷绿化、空地绿化、立体绿化、精品工程创建等。
月度日常养护管理考核内容为：浇水施肥、中耕除草、防寒防风、修剪整形、病虫害防治、园林设施维护、植物保护、日常卫生保洁和重大节庆活动环境保障等。
第七条园林绿化月度日常养护考核实行“日查周考、月底通报”制度，每月考核成绩通过《今日》、电视台和政务网对外公布。绿化建设（绿色建设）进度每月一排名，施工季节每周一排名，11月底进行年终考核，计入成绩。
园林绿化年度考核成绩=年度绿化建设（绿色建设）考核得分+月度日常养护管理考核*均得分。
第四章以奖代补
第八条按市统一标准，新建公厕2座，经考核验收合格后，市财政按每座公厕建设投资的30%予以补助；完不成的.不予奖补。
按规定的配置、标准、型号、数量，完成市下达的环卫车辆、垃圾桶和果皮箱购置更新任务，经考核验收合格后，市财政按车辆购置资金的25%、果皮箱和垃圾桶购置资金的20%予以补助；完不成的不予奖补。
第九条环境卫生奖补资金，年底由市城乡建设局根据考核结果，提出奖补方案，报市*批准后，由市财政局直接拨付到各街道、开发区。
第五章考核结果运用
第十条环境卫生和园林绿化年度考核成绩年底累计排名，纳入各街道、开发区年度目标绩效考核成绩。并通过《今日》、电视台和政务网对外公布。
第六章附则
第十一条鼓励各街道、开发区学习、借鉴先进经验和做法，采取新方式、新技术、新机制，创新管理模式，提高管理效果。
第十二条各街道、开发区要不断提高环卫和园林工人的工资及福利待遇；按规定签订劳动合同，缴纳社会保险费；按照劳动防护标准配发相关劳保用品；加强职工技能培训和职业道德教育，提高职工队伍整体素质；建立健全奖惩激励机制，充分调动干部职工的积极性和主动性。
第十三条环境卫生和园林绿化考核，由市城乡建设局按照《市城市环境卫生考核标准》和《市城市园林绿化考核标准》进行考核。
第十四条本办法自下发之日起实行，有效期5年。
